Gap Analysis of Albanian Immigration Legislation and Practice as compared to EU and International Standards (Completed: October 2003)
Despite the indisputable improvement in recent years of national legislation, Albanian legislation in the field of immigration does not yet meet all the requirements of the EU acquis. Albanian legislation lacks full internal consistency, which currently impedes the proper and uniform implementation of legal norms by relevant institutions. Though in many areas the Albanian legal framework seemed quite comprehensive, it still failed to incorporate the overall philosophy of the EU acquis. Therefore, there are still gaps and inconsistencies in Albanian legislation, which Albania needed to address in order to achieve necessary compliance with EU standards in the field of immigration and in order to attain the standards required for the Stabilization and Association Agreement. This project was completed in October 2003.
