Development of a National Migration Strategy in Albania (September 2003 - July 2005)

From September 2003 to July 2005, with the technical support of IOM, the Albanian Government has developed a National Strategy for Migration. This project is co-financed by the European Community in the framework of the CARDS programme of the European Union and implemented by IOM.

The strategy, which covers the period 2005 - 2010, integrates a number of elements that can contribute to the country's development if they are part of a global favourable policy. These include: Better protection of the rights of Albanian emigrants in their host countries; An integrated Albanian Diaspora starting from the existing communities of emigrants who are disparate; Mobilization of money transfers sent by emigrants to Albania for productive investments in the country; Establishment of an adequate migration policy for workers; Assignment of certain facilities for Albanian citizens confronted with difficulties in obtaining a visa for short stays abroad; and Development of an institutional and legal framework appropriate for the effective implementation of all these measures.

IOM supported the Government of Albania with the draft of the National Action Plan on Migration, which was approved by the Council of Ministers 6 May 2005. The Action Plan contains a set of concrete measures to implement the National Strategy on Migration. By organizing trainings and missions abroad, IOM strived to pave the way for the implementation of the Action Plan. This project was completed in July 2005.
