Social Housing Feasibility Study

IOM has conducted a feasibility study for development of social housing in Albania, looking at mobilizing migrant's financial resources to meet local housing needs. The study, which was performed by IOM in cooperation with a team of national experts, was part of a wider process that should result in the production of some 1,000 housing units nationwide through a comprehensive social housing program. It focused on the cities of Korca and Shkodra, where a survey about housing conditions and needs has been applied to about 800 vulnerable households. The objectives of the study were to indicate which specific category of families can benefit from a social housing program based on the commercialization of apartment units, as well as to establish a viable technical, financial, institutional, managerial and programmatic framework to be put in place for the scale up of social housing development in Albania.
