Duration: 12 months
The project will contribute to the development of an effective labour mobility management system in Albania which promotes decent work opportunities and protects migrant workers. It will do so through assessing the compliance of the Private Employment Agencies regulatory framework in Albania vis-à-vis ratified international labour standards.
Particular focus in the assessment will be given to existing standards of recruitment for female migrant workers.
The officials of the Albanian Ministry of Social Welfare and Youth will also enhance their knowledge of ethical recruitment from the British experience in enforcing ethical recruitment.
As a second component of the project, an assessment of migrant workers’ exercising their rights in Albania will be undertaken. It will include the review of policies and legislation in Albania vis-à-vis international instruments in the field of migrant rights, as well as a field survey to collect evidence on the practical exercise of migrant rights in Albania and existing challenges or cases of right infringement. To enhance sustainability of the project results, a standard methodology for similar annual assessments will be developed for application by the Ombudsman.
Both assessments will have a strong gender component; hence their recommendations will help the GoA develop gender sensitive policy provisions to regulate the status of migrant workers in Albania and abroad and ensure their protection.
