The diaspora entails great potential for Albania’s development, however, the challenge for the stakeholders is to create an environment that encourages and supports diaspora’s engagement to the development of the home country.
The objective of this programme is to contribute to enhancing the engagment of Albanian diaspora to the development of the country.
In pursuit of this objective, the program implementation will be channeled through three parallel processes. The first process will support the Government of Albania to implement a comprehensive approach towards diaspora’s engagement for development in line with the overall policy framework. Various activities, such as capacity building and development support will allow relevant officials to gain the knowledge, identifying the resources and using the tools to implement diaspora engagement activities.
The second process will aim at facilitating the engagement of diaspora into country development through know-how and skills transfer. The mapping and profiling of diaspora foreseen to take place as part of this process will contribute to the creation of a repository of Albanian diaspora skills and knowledge. The skills and knowledge available in this repository will match the respective local needs and priorities and will directly contribute to the implementation of respective country strategies and action plans. The contribution will be delivered through a fellowship scheme that will be designed and implemented through the program.
The third process will facilitate the engagement of diaspora into country development by supporting innovative business start-ups and investment boosting. This will be achieved by developing “Connect Albania”, an investment-boosting platform, and designing and implementing a Start-up Fund for second-generation migrants in Italy. Through these mechanisms, Albanian diaspora will have the means to engage as development agent for investment boosting, as well as have the support to start up innovative businesses in local communities, consequently contributing to employment generation in Albania.
The programme "Engage dhe Albanian Diaspora to the Social and Economic Development of Albania" is funded by the Italian Cooperation, with the political commitment of the Italian Ministry of Foreign Affairs and International Cooperation (MAECI) and the operational involvement of the Italian Agency for Development Cooperation (AICS). The programme is implemented by the International Organization for Migration (IOM), the UN Migration Agency, in cooperation with the State Minister for Diaspora (SMD), Ministry for Europe and Foreign Affairs (MEFA) and the Ministry of Finance and Economy (MFE).
